You’re not alone with this issue. After updating to 16.6, HomePods (2nd gen) volume and audio has been out of whack. Sat on the phone with a tech for a few hours, and still no “real” solution. Seems like a software issue.

Same here! A lot of bug since 16.6 on stereo pair HomePod 2nd Gen with the latest Apple TV. Sound control doesn't work on the right HomePod and the volume is VERY low on the right HomePod... "unresponsive" on Home app. Disconnecting and reconnecting from the router at night (saw notifications on Eero app), etc.

You might break the stereo pair, reset each device individually, then make them a pair again.
