Restart in Safe Mode. This will perform a Disk Repair, clear cache files and only load Apple Software, extensions and fonts. The boot up will be slow and can take some time - Normal.

2 - Safe Mode will also eliminate Third Party Software, extensions and drivers from loading. It will only load the Minimum amount of Core Apple Processes to allow the the computer to function at a reduced Level of Performance 

3 - Does the issue present in this mode ?

If Yes - you may or may not have better success of the current version of Big Sur is fully up to date

New as in Ventura...

I attempted to do all of that but no response from my computer, it only shows me that the app finder is trying to locate the update but never does.. I attempted to restart on safe mode and go through that method but it doesn’t work. I haven’t updated my computer in a while, could that be it?

Any VPN or Third Party Security software installed and used on this machine ?

Get rid of it is applicable
