I just had this issue as well. The instructions are just wrong that came with the ear buds. Start the process in the Bose app. Once you get to the screen where it tells you to connect the ear buds by holding down the button on the back of the case until the lights turn blue(but nothing actually happens), then switch apps(without closing the Bose app) to the Bluetooth settings on your iphone. Hold down the connect button on the back of the Bose earbud case, while the earbuds are still in them, with the lid open. The lights in the front of the case will blink blue just as it says in the instructions. The earbuds will appear in the other devices section. Tap them to connect. Then, go back to the Bose app and the rest of the process continues. It works.
Have you put the headphones in pairing mode per the directions from Bose? Is it perhaps already paired to another device which is on and nearby? If yes, turn the other device off and then put it in pairing mode. Your iPhone won't see it until it is in pairing mode.
Why would you ever suggest someone reset network settings for a Bluetooth device, which is most likely not been put in pairing mode? Bluetooth devices have absolutely NOTHING to do with Network Settings. And if this person does this, they're going to have to reconnect to networks all over again and that will in no way have a positive effect on a Bluetooth accessory in any way.

Why to Reset All Network Settings to Default:
Because it deletes Bluetooth Settings.
