Can I erase a Macintosh HD (APFS) on Mac Mini 2017 without erasing (having to reinstall) the OS?
Just want to remove small amount of user data/ID for resale; already reloaded and updated the OS; just created a dummy user to verify operations. Don't want to re-install OS.

That's not what you erase to do that. Macintosh HD contains the OS.
If you have a T2 Mac (not sure 2017 had one), you can Erase All Contents and Settings.
