If I factory reset my phone without a backup can I still get my photos from iCloud?

I have an overheating issue and I wanted to try factory resetting my phone as a last resort before taking it to a service. I have my photos saved in iCloud, but no backups. Can I still get my photos back after the reset even if I don't "restore backup"?
