my screen time says NOWHERE to have the option of forgot password?

If you can't reset your Screen Time passcode, make sure that you're using the same Apple ID that you used when setting up the Screen Time passcode. This might be a different Apple ID than the one that you're signed in to on your device. If you're part of a Family Sharing group, it might be a family member's Apple ID or your child's Apple ID. 

If it's not giving you the option to reset the screen time password the only other option is to restore the device.

Do you have a backup?

You will only get the forgot password option when you set up the Passcode and use your Apple ID. If you skip the Apple ID step you are presented with a warning that says "Are You Sure? Using an Apple ID gives you a secure way to reset the Screen Time passcode if you forget it." You are then given the option to skip or use your Apple ID. Skipping that step will not prompt the "Forgot Passcode" link to reset it the easy way.
