inadvertantly turned off use cellular to do an update. how to turn back on?

I went to install today’s iOS update and inadvertently said do not use cellular. Now I can’t download even though I am hooked up to Wi-Fi. Tried to turn device off then on. No option to download and install the update. Any recommendations?

Cellular issues I already updated my iOS, then the cellular seemed fine, but after an hour, the cellular data would crash and there would be no signal. The message then appeared that I may need to update the device to enable cellular again. But I've already updated the device.
