An iPhone 5s (from the footer) cannot be updated past iOS 12.
If you are running iOS 11 (per the footer), here is how to get to iOS 12: Update your iPhone or iPad - Apple Support
The Rapid Security Response update is not available for iOS 12; for that far back.
