Photos "Restoring from iCloud..." stuck

The Photos app on my MacBook Air has been stuck on "Restoring from iCloud..." for days. I have been searching the internet and have found a number of articles but no real solution, at least not recently. Some "solutions" are to just let it be and it will finish but it might take days. I have 29K photos and around 600 videos. I did recently import about 2000 photos from our recent vacation. Those photos aren't syncing do my other devices (my iPhone). I'm running Ventura 13.4.1. Why can't it give me more information about what it's doing? How long should I give it? Are there any other options to just waiting it out?

None of the listed items above work.


Repairing the library only put my MacOS Photos in a perpetual state of "Restoring from iCloud." And it has been four days of this.


I tried creating a new Photos library and assigning it as the system photos. But it just stays in the "Restoring from iCloud" mode endlessly too.


I cannot even access my photos from my MacBook because of this.


What is it restoring from iCloud?

If Photos is stuck on restoring from iCloud, here are some troubleshooting steps you can try if you haven't already:


  1. Follow the steps in this article on this topic If your iCloud Photos aren't syncing to your device.
  2. As your Photos app is not behaving as expected, you can try to repair the library by following How to use the Photos Repair Library tool on your Mac.
  3. See if it is related to your network by connecting to a different Wi-Fi network.
  4. To further check your network, if you have a VPN installed, follow Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues to check your date and time as well as test by temporarily disabling it.
  5. Try in Safe Mode to see if this is caused by software that loads when you start up your Mac Use safe mode on your Mac.
