Do I need iPhone storage to do a backup if I have iCloud storage? Because I didn’t have storage on my phone so I bought iCloud storage to pass the photos to iCloud but I can’t do it because there’s no storage on iPhone

You can sync your photos to iCloud but they will still exist on your phone. Deleting them from your phone will delete them from iCloud. You can save space by turning on "Optimize iPhone Storage".
