Can't Arrange Displays in MacOS Ventura

I've set up an external display via USB-C to my MacBook Pro and MacBook Air (tried it on both). I can see the external monitor on the Arrange Displays screen and I can click on the monitor and change the resolution. However, when I click on the monitor (or the MacBook monitor) icon, it doesn't activate to allow dragging it to arrange the displays left or right. As noted, I tried this on both MacBook Pro 16" M1 and MacBook Air 15" M2.

I have an external monitor (Dell C3422WE) and after the last ventura update 13.6.6, I can no longer put the displays on top of each other (aka "mirror"). Re-arrange side by side works. When I put them on top of each other, the displays start to reset, but then then the re-arrange reverts and they go back to side by side. And a few times now, the entire OSX crashes. This is the same ext monitor in the office that worked the past months.


Edit: using "mirror" rather than drag-and-drop in the rearrange window works for me. Somehow, the last update must've reset some of the settings. "Mirror for Dell C3422WE" fixes this.
