White outlines

So I have white outlines that come up on my screen. As far as I can tell it is when I hit tab, and then big white outlines show up. I do not like that and do not know where they came from… So far I have searched and have tried the settings configurations I have found to no effect. Most are for blue outline, but mine is white and large. It comes up in the typing bar and actually is more difficult to type, and it outlines the entire screen sometimes… The only thing I have found on here was no help at all…

Anybody else???

In this example, the search bar for Safari has the outline on it. It also comes up when I need to enter passwords etc, and on some it blocks the space to see what is being typed.
