Can’t share shortcut

Hi I’m having trouble sharing a shortcut that I made.

When I go to share and try to copy the link It says “in order to do this, you must be signed in to iCloud”. I am signed in.

iPhone 13 mini, iOS 16

I have followed the instructions to share through iCloud but it is not working. I can share a version with the settings “only people who know me” but I need to share wider.
