I want to install the Berlin Philharmonic app on my new Apple TV, but its app doesn’t come up in a search. The App Store on my iPad has the Berlin Philharmonic app, so it should be on AppleTV as well. Where can I find it?

Just because there’s an iPadOS app does not necessarily mean that there’s also a tvOS, iOS, or MacOS app.
The App Store on your AppleTV is the right place to search.
If it doesn’t exist, you can always “mirror” your iPad to your AppleTV quite easily.

I see no way to find apps beyond the popular ones that are listed.
The App Store app on Apple TV has a Search tab as the right-most tab (magnifying glass icon).
