why has this air tag shown me to be somewhere I am not

The AirTag does not utilize GPS. Instead, the AirTag requires a connection to the Internet to send its current location to the Apple servers. To get that connection, it first uses a Bluetooth signal to either your iPhone or someone else's iPhone ... and those phones must have either a cellular or Wi-Fi Internet connection.
