Volume Purchase Program account

How can I create a Volume Purchase Program account? I've already set up Apple Business Manager, but I'm unable to purchase apps that aren't free? I've checked the Apple documentation I could find but I can't find how to create a VPP account. Do I need to call the country support number (USA 1-800-800-2775) to create an account for my company?

We have set up our ABM account in the UK but we are encountering a lot of issues with providing country specific apps to our non-UK colleagues. For example, we have an office in Poland that requires access to specific Polish apps intended for business use but because our ABM pulls from the UK App Store, we cannot assign these VPP licenses and have to contact the developer of the app, which is generally unreliable. So could we gain access to these country specific App Stores without creating new Apple Business Manager accounts for each location? We have 24 different mobile device using locations so creating 24 new Apple Business Manager accounts is less than ideal.

Apple Business Essentials Europe Currently one of our European costumers is already using Apple Business Essentials. We want to enroll another Costumers but we can't find the right people to enable this option for us. (Yes, one of out costumers is really using Apple Business Essentials with Apple business manager, The company is registered in The Netherlands and have no branches in the USA) When will it officially possible to enroll European costumers to the Business Essentials (beta) for Europe? (note, the costumers don't need all the functionality, what the really need is just extra iCloud storage. So other ideas for managed apple-id's are welcome)

I cannot purchase the Apple Developer program membership (from Bangladesh). I placed an order for the Apple Developer membership program through their website and received an email stating that there's an issue with my payment, as shown in the screenshot below. I've contacted my card provider's support, and they assured me that everything is fine on their end. However, I'm still unsure about the cause of this issue. Additionally, I cannot find the option to select 'Bangladesh' from the country list within the Apple ID payment section to enter my Billing address as Bangladesh is not available in the Country/Region. Is it must to purchase the Apple Developer Membership Program? It's important to note that I'm unable to purchase the Apple Developer Membership Program through the 'Developer' app on macOS. The 'Enroll Now' button on the Developer app is not clickable. I'm in need of assistance to purchase the membership. Could someone please help me with this?
