I just got my new iPhone 14 and in trying to get a hotspot but I can’t and I’m trying to set up cellular but that still won’t work

You need to contact your cellular carrier for help with both of those issues.
Wifi hotspot is their service and won't work until you get your cell service working.
You need to work with your carrier to get the cellular signal working first. Then, you can try out the Hotspot option. Please note that not all carriers provide a hotspot option with their service.
hey you can via apps i mean have lots off apps from there you can turn on the hotspot
