Apple Pay window appears then doesn't execute payment

So I've had this problem in a while, even after an update to Ventura 13.4.

When I'm trying to use Apple Pay in Safari (16.5), after hitting "PAY", the card selection pop-up appears. Then the processing symbol goes round and round for a short while—and then disappears. Nothing happens. The iPhone doesn't ask me for Face ID (same WiFi, connected to Bluetooth, close to the Mac, etc.)

I'd very much like to use Apple Pay rather than type in my credit card info and this is bugging me.

iMac 21.5″ 4K, macOS 13.4

I realize this was post was made nearly a year ago, but I still wanted to share the solution I found. I was able to correct the issue by accepting the “terms of service”

I hope this answer proves to be helpful for someone.
