iTunes 12.12.9.4 freezing on pc desktop

I have uninstalled and reinstalled iTunes 12.12.9.4 on my windows 11 desktop. iTunes continues to freeze up and I have to use Task Manager to End the task.

The general troubleshooting advice when iTunes fails to install properly (and reinstalling or repairing it does not work) is to remove not only iTunes but all related components, reboot, remove the target installation folders and reinstall. Thank you. I have not been able to find a downloadable version of iTunes 12.12.9.4 and am only able to install from the Microsoft Store. This doesn't give me the option to Run as Administrator. I went through all of the uninstall, reboot, remove target installation folders and reinstall twice now. I keep getting a cryptic error when I try to view an album in Apple Music "We've run into a problem." OK. Then if I try to create a playlist, iTunes freezes up every time.
