My daughter has 14 years old and in wallet I can't add her card. it is not an issue with the bank, as application even doesnt open and check what kind of card is it.
how can I change the settings and allow her to add the card?
I had the same issue with my 13 year old who has a child Apple account that I manage. I found that under the Content & Privacy Restrictions section of her account, I had to enable Share my Location. That then allowed her to add her bank card.

If you're in the US, it appears the requirement is 13 years or older - "If you're less than 13 years old, Apple Pay isn't available and you can't add a card in the Wallet app. Age varies by country or region." Which you clearly meet.
