Apple Watch locked to old phone ID

Hi. I was mugged whilst on holiday and so have bought a new iPhone. My watch is locked to my old iPhone and I do not know the Apple ID for that phone so have had to create a new one. How do I now pair my watch with my new phone/id without my old id as I cannot remember the password? I’ve completed a factory reset but it is locked to the phone
