iPhone stolen by some one

My iPhone was stolen a month ago while find my was off unluckily now that phone is out of my iCloud account. I have my phone IMEI number can Apple help me about my device to find it or block it

Apple cannot.

Notify your local law enforcement agency and your cellular carrier.
