Is there a way to contact previous owners about a I watch I purchased?
I purchased some items from the goodwill, an Apple Watch was among todays purchase. How would I contact the former owner so I could activate this watch?

No, that will be difficult if you have purchased a second-hand Watch from a 'goodwill'.
If you can't get in touch with the seller / previous owner, you can't use the Watch.
