My ipad will not give the option to turn on imessage and facetime in settings like it does on my phone. How can I restore that setting?

Okay , so we will have settings in two areas and they need to match up :
settings > message > send & receive > you can receive iMessages to … …
the first one is your iPhone number , the second one is your email ( apple ID ) , I have a third because I have iCloud and Comcast mail . All three of these need to have a check before them ✔️ .
Start new conversations from … your iMessage number with the ✔️in front of it , the second & third are email addresses which do not require the ✔️ .
The other area is settings > your apple ID at the top > name , phone numbers … … >
you'll probably sign in > reachable at : first line = apple ID , second line = iMessage number and the remaining one is my third party email server . No ✔️ this time .
These areas must have the same information ℹ️ .
