Dual Parental Controls w/ divorced parents

Can both parents have equal control over a child’s Apple account and give permissions to requested things with Family Sharing? I don’t mean where 1 parent “allows” another parent control b/c that is not possible in my case. In my case, we are divorced and my daughter’s Dad set up her Apple ID and has total control not allowing apps that I need her to have, such as banking apps and other necessary apps. Is there a way to circumvent this and gain access and permissions myself and not rely on only his permissions?

Your X can invite you to join his Apple family and designate you as a parent. He is designated organizer. Then you can see her data and also set her controls.

The problem is, what you propose would completely negate the system upon which Family Sharing is based and keeps sharing limited to between people with a close (and trusting) relationship with each other. This centers around an Organizer trusting others in the family with their payment method. If the organizer doesn't trust others then they are unlikely to be close enough to merit sharing purchases.
