III. Force Close All Apps:

An app may not be responding. So, close all apps. Hold you finger down on the Bottom-left cornet. As you swipe to the top-left corner, the apps will pop up. Then, close all of these open apps, by sweeping up quickly for all apps.

I'm sure being a new Apple User would play no role in this. So, if another above works, then contact Apple Support. What happens when you try using another device? Does that work?

I FIGURED IT OUTTTT! i have been dealing with this for 6 months. TURNS OUT my router had a firewall setting on called "Enable SPI Firewall", so i unchecked this and icloud.com finally worked on my windows PC. i found this setting on the website page that has direct access to my router settings and status. specifically http://tplinkwifi.net/ but thats my brand of router. hope this helps!!
