Every time I took the new picture with my phone or deleted a picture from it that also happened to my iPad. I want to get rid of this setting. How can I do that and also not lose all my pictures?

On your iPad, open Settings ➡️ Apple ID (Your Name at Top Left) ➡️ iCloud ➡️ Photos ➡️ Sync this iPad: Set this switch to OFF.
