There could be a number of reasons that you can receive an electrical shock.
Those can be:
sure if it's under warranty
Legal - Hardware Warranties - Apple
for it to really shock you the ac charger pretty much has to leak 230/110 ac power which is rather dangerous both for people and for the ios devices so if it was me then I would not use it again
If you purchased this adapter within the 14 days, you should be able to return it for either a full refund or a replacement. After that, the Apple Technician would have to determine that it is a manufacturing defect. Otherwise, you can certainly get another one at your cost.
