Why is pages so difficult to use?
Why is my add page greyed out? Why can't I insert a page between pages? Why can't I find any information on fixing these?

I appreciate your reply and wishing to help me. I choose to stop using Pages and start using Google Docs. I'm having a lot of success with Google Docs, and it seems to have so many more features and accessibly. It also allows me to navigate through my chapters visually with ease. Once again. Basically, stop trying to use a bare-bones app for professional, or even just basic page layout work.
Try the free version 11 of VivaDesigner. You're very limited feature wise with the free version, but it looks and behaves much like InDesign. It will also read the InDesign file format. For saving, it does have its own native file format, but if you choose Export > Document, you can save your document as a compatible InDesign markup .idml file, which any real InDesign user should be able to open.

Are you using Pages on a Mac, or on an iOS device (iPhone, iPad)?
Is your Pages document Word Processing or Page Layout?
Where on the screen are you clicking (or tapping)?
Here is a screen shot of a Pages document in Word Processing mode on a Mac. I clicked in the body of the document (not in the margin, not on a thumbnail). The Add Page button is active.
How does this differ from what you see?

Pages makes two types of document.
A 'Word processing' document places the main text in the Document Body. As you add text, Pages automatically adds a new page when one is needed to carry the text you've entered in the document.
Images, shapes, and other objects can be inserted in the text, and are set by default to wrap the text around the object. The object can also be set to 'move with text,' which keeps the object in the same position with respect to the text flow (text added above the object will push it down the page), or can be set to 'stay on page,' which pins the object to a specific position relative to the upper left corner of the first page in a section, and makes added text flow around the object (or behind it, if you've turned Text Wrap offf on that object.
In a "Page Layout" document, each 'page' is separate from the others. This type of document does not have a "Document Body." Any text placed in the document must be in a container, such as a Text Box or a Shape.
Text can fill the text box, and may flow into another text box linked to the first, but does not automatically flow onto and create a new page as it would in a Word Processing document. Each new page must be added by the user.
Adding a page to a Page Layout document can be done using the Add Page button shown in Yellowbox's post.
In a Word Processing Document.
Adding a page in a Word Processing can be done by adding a Page Break at the end of the body text on the page before the one to be added. If the Add Page button is greyed, it likely means you do not have the insertion point (aka elsewhere as 'the cursor') in the body text. If the Add Page button is in black, clicking the button will insert a Page break at the insertion point, which pushes any text after that point to the new page.
A Page Break can also be added by clicking the Insert button to the right of Add a Page, then choosing Page Break from the pop up menu that appears.
