IPhone 14 pro suck in zoom

I have followed every tip, all the steps, tapping, changed settings under zoom, forced restart. The controls work to the extent that I can zoom in from somewhat zoomed in to very zoomed in, but zooming out only reduces the level zoom back to where I started. Not all apps are zoomed in - settings, email, msgs are but Home Screen is not.
