why wont ipad accept my verification code?

was given a used ipad mini (gen 1), I set up an apple id online, got verfied, but ipad wont accept verification # during setup.

each time i try it says:

COULD NOT VERIFY CODE

There was a problem verifying the

code. Try again later.

What the heck?

It sounds like the mini may be looking for the previous owner’s code. Ask them to turn off the activation lock. Instructions are here:
