If you are asking can you add cellular data to a wifi only iPad,
the answer is no.
If you are asking can you change from cellular data provider A
to cellular provider B, the answer is yes. There is a caveat that
if the iPad was acquired as part of a special package with your
current provider, your iPad may be locked to that provider so you
would have to work with them to see if they offer unlocking
and if you qualify.
