how can I change the apple id associated with my watch without an i phone

If it is associated with your Apple ID you can go to https://icloud.com/find

and erase it then remove the watch from your account.

You need an iPhone to re-associate it to another account.

If it is associated with an account that is not yours and you cannot contact that person there is nothing you or Apple can do about it.
