Your tag line says you have an iPhone 6s. If you bought a new Apple Watch, you won't be able to pair it with such an old iPhone. Any new Apple Watch or one which already had been updated to WatchOS 9 will only pair with an iPhone which is running at least iOS 16 (current version is 16.5), which an iPhone 6s is not capable of running.
