Can we disable tooltips globally?

Something seems to have changed in macOS recently as more often than usual I find myself having to slightly move the mouse away from icons so that a pop-up tool tip no longer obscures the text I am trying to type or other work I’m trying to concentrate on. They seem to have become more frequent and annoying, and often get in the way of what I am doing.

Is there any way to stop tool tips popping up at all system wide?

Mac Studio, macOS 13.3

There Used to a way to " Increase the Delay " before the ToolTip would appear.

This was back in OS X 10.12 Sierra, released 2016 and older versions.

It would involve a Terminal Command

I am hesitant to present in here as Ventura is way too new to muck around with and do not know if it would even work

ToolTip will generally appear if the User will mouse over the " Help " in the Main Menu Bar at Top of Desktop
