Video Dimming Brightness playing glitch in Safari

Since using Safari Version 16.4, there is a issue with the brightness of videos when they are playing.

Videos will dim down in brightness, even to a point of complete Black for a second. This problem is sporadic, with no patten for how long it will begin, end or restart.

This happens on every video source: News sites, YouTube, Netflix, Disney Plus, etc

The screen does not change in brightness when this happens; the MacBooks' display and also any external display being used.

Colour profiles being used are the default of the displays.

This does not seem to be an issue with playback on other browsers or video files on the system.

Turns out Dim Flashing Light in Accessibility/Display was on and was causing the issue... 🙃
