Same here.
The iPad that I have used under my adult Family Member account, I have reset fully and set up for my Child (in the Apple Family) and used the same passcode. Nothing is accepted as "old passcode" and some iCloud data cannot be synced now. I cannot setup iMessage or FaceTime for my child now, under her own account.

Yes, quite possibly. There are various locks potentially involved here.
In this case, there is another passcode prompt too, where the activation process and initial setup will ask for the previous device passcode as part of transferring the data from the previous device to the current. Another that can be encountered here is the verification needed for iCloud Keychain.
The locks most commonly fodder in postings around here are the passcode and Activation Lock, though.
That there are many locks is why I asked…
Are you encountering a passcode, or are ypu encountering Activation Lock?
If it is Activation Lock, you will need the Apple ID and password holding the lock to clear that.
