Screen mirroring works, cannot connect my iPhone to use as a remote no Wi-Fi

I have an AppleTV. Have had it for years. Moved to a new location with a new wifi. The remote is gone and can’t seem to be able to pair my iPhone with said AppleTV. It doesn’t pop up in my phone’s Bluetooth. But the Home Screen is on the display of the TV screen. So it’s connected and has power but I have no control.

The Apple TV box and the iPhone need to be connected to the same home network. As long as your Apple TV box’s network settings haven’t been configured yet, you can’t use the software remote on iPhone. [Ethernet could be a workaround, as Oolongtime mentioned.]

Consider buying a replacement remote, or else borrowing a remote temporarily to help in setting up the software remote.

The software remote isn’t supposed to use Bluetooth, but instead Wi-Fi.

But the Home Screen is on the display of the TV screen. So it’s connected and has power but I have no control.

That says nothing about network connectivity, unfortunately.
