How do you stop notes from popping up in new windows?

In the Notes app, every time I click on a note in the sidebar, it opens in the main window, but a new popup window appears with that same note and formatting controls only. It's very annoying and has no reason to exist. Any way to stop this from happening?

Just click ONCE on the note to open in the same window.

If you DOUBLE-click, it opens in a separate window. That's just how the application works.

If you feel like it is too easy to do an involuntary double-click, you can change the settings in System Settings->Accessibility->Pointer Control->Double Click Speed.
