I signed in to get Passcode. Face ID works but only on Google. There is no listing in Settings for Face ID or PASSCODE. Please tell me how to activate this new feature.

Face ID works with apps that support it only. It's up to the app to add the FaceID option. Bank apps and other secure apps normally offer the option. Regular apps, and games would normally have no way to secure them, and would likely not support Face ID.
Passcodes for apps are specific to the App, and would not be related to your iPhone passcode in Settings there.
It's down to the specific app to support a passcode directly.
If the Face ID & Passcode option is not available in Settings, check Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ Passcode Changes, and make sure it's set to Allow.
It may be disabled in screen time. To check, open settings > screen time > content and privacy restrictions > Passcode changes.
