If I understand you, you want your child's screen time to be reported to your iPad?
First, you'll have to set up the device with Family Sharing - Set up a device for a child with Family Sharing on iPhone - Apple Support
Then, you can add restrictions - Set up Screen Time for a family member on iPhone - Apple Support
