Why I cannot set a GPS version apple watch for my family member?

has a new Apple Watch SE GPS veriosn and try to set up for my family member. but it said I need to have a GPS+Cellular) version. is it real? if no, how I can set it up.

Family configured  Watches must be GPS+Cellular versions.

A GPS Only Apple Watch only works when paired to the owner’s iPhone

As Dah•veed says, if you want to use the Apple Watch Family Plan, the Apple Watch needs to be a cellular model.
