Apple Watch Passcode greyed out, contact admin

1st. I own my Apple Watch Ultra and it does not belong to a corporation or is managed under some stupid policy. The policy is I bought it and I want it to work.

2nd. I took off for a few days to wear another watch and when I put it on it said there had been too many failed attempts and I needed to re-pair the watch to my iPhone. Sounds about right in true annoying Apple tradition make something way more difficult.

3rd. It did some stupid update during the process to unpair and then re-pair the watch.

4th. I did all that. Now the watch shows my passcode greyed out and won't let me turn it on. And there is nothing but some stupid explanation that says contact your admin. I am the only person for this watch. I am its god, it's owner, its admin.

5th. Please help so I can put this back to working order. Thank you

I can only imagine some kind of strange configuration glitches occurred when you re-paired. Working out what has gone wrong is going to be almost impossible here in Apple Support Communities, because there are so many things which only make sense when the device is examined in person. I suggest your best approach will be to Contact Apple Support and if necessary arrange a Genius Bar appointment to get the watch examined by Apple's service technicians.
