Tryin to apply rapid response update. Downloaded but won’t install. Says not connected to internet even though I am. Only gives option to retry or remind me later. I even turned phone off and back on. Same problem
Make sure you are not using a VPN and you have both a WiFi and cellular service.
You can also try updating using a computer.

trying to install the update from the iOS, turns the VPN on, even if it's set to off
trying to install the update via plugging it into a mac, and checking for update doesn't recognize the security update as an update, it says the phone at 16.4.1 is up to date, even though the phone says it needs to update the security response 16.4.1 ( a )
trying to disable the wifi and just use cellular gives the same response as trying to use the wifi.. it shows it's connected on the top menu bar, but the error message says it's not connected.
Turing WiFi off and installing on cellular worked. The after reboot, turned Wi-Fi back on
