Using Safari during Downtime

I need to whitelist specific sites that my teens can access while Downtime is active. During school time (homeschool), Downtime is active so they do not have unrestricted use of computers and phones. They do however need to access various websites specifically related to their school work. Every post I have ever found on this subject says the same thing: Settings > Screen Time > Content & Privacy > Content Restrictions > Web Content > Always Allow. THIS DOES NOT WORK! During Downtime, Safari will still require approval for each website visited, regardless of the fact that they are on the "Always Allow" list. This is a nightmare for the everyone involved (3 teens and a parent). It seems like our day is spent sending and approving requests to access their school websites when these things should just be white listed and actually always allowed. Does anyone know of a solution? Why has Apple not fixed this? You can find people asking about this going at least 3 years to the beginning of the pandemic.
