Help! Pairing trouble in paradise

How do I pair my Apple Watched purchased second hand that is fully charged and reset to factory settings

the original owner of the watch has the watch locked with a user ID. I have no clue who they are or where they are from. I paid for the watch fair and square. It was $6 at an indoor yard sale to benefit the Woonsocket RI Cat Sanctuary. I spent $85 there that day so I am certainly grateful to have helped some kitties and found some real treasures while I was at it.

anyone know how I do about fixing it ?

The Apple Watch is locked with Activation Lock and can only be released by the original owner. Please see Apple's additional information in About Activation Lock on your Apple Watch - Apple Support

Fortunately you are out only $6 on this watch, and it went to a good cause. If you can't contact the original owner there is nothing you can do to remove the lock. It was designed as a security feature to reduce thefts, and it works extremely well to prevent trade in lost or stolen items. Unfortunately it also catches a few innocent and unknowing owners when they retire an old device.
