It is not clear to me whether the website is yours or not. Are you its developer? If you are you should probably post your question in the Developer Forum. If not, check with the developer to determine the real reason for that message.

If you are certain Safari is not configured to block cookies, then any message implying they need to be enabled or disabled will only serve to confuse the user. Most likely, something else is preventing that site from working. Review all the suggestions in If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support.

The Apple link you provided 404s. Correct that also.
