Safari is available in the App Store, you can redownload it there.

If Safari was just deleted from the Home Screen, it may still be on your device in the App Library. To find out, swipe all the way to the left on the Home Screen until you get to the App Library. Search for Safari there and if found it can be dragged back to the dock or to any screen you want.
