Test alert off but still went off

My iPhone 11 has test alerts turned off in settings, yet when Florida did a test at 4:45am EDT my phone screamed it out loud. My dads iPhone did not. My hubbys samsung did not. Why did mine audibly alarm when test alert notification is OFF?

IOS 16.7 Does Not Respect "Test Alert" Disabled Setting On IOS 16.7, following directions provided by Apple here: About emergency and government alerts - Apple Support I disabled Governmental Test Alerts as described. On October 4, 2023 the FCC conducted the WEA Wireless Alert test and my phone shouted the alert with volume overridden at 100%. With the directions shown in the link above and my settings set as follows, I expected no "Test Alert" to be triggered on my device. Why didn't IOS 16.7 respect that setting?

Emergency Alert can't be silenced Emergency Alert on 10/4 set off an alert on my dad's iPad that can't be shut up. His iPad is not connected to cell service only WiFi. about every 2 minutes the alert will come on for about 10 seconds and then stops until next time 2 minutes later. I cannot find a way to turn it off. there is no visual notification on the screen when this happens. Unfortunately he lives in another state so I direct him over the phone. His iPad also does not respond to a shutdown command. If anyone has and ideas on this problem I would welcome it.
