Can't change Apple Pay billing address
Every time I change my address in Apple Pay it reverts back to my old address. How do I fix this?

Troubleshooting Updating Method Payment:
Have you relocated? If so, you need to zero-out your balance to make the change. Note that all purchased Apple Store items will be lost, if changed.
Zero-Outing the Balance:
Purchase something that is more than what is in your account. Or, contact an Apple Rep over-the-phone, requesting assistance, asking that they zero-out the balance, then change your location to where it should be..
